Understanding of Sexual Harassment

Sexual harassment is one of the biggest problems facing our schools and businesses today. A week rarely goes by without a reminder of the pervasiveness of sexual harassment as a social problem. Sexual harassment is a growing problem in the government agencies, schools, and the corporations of the world; however, many corporations are now adopting new anti-harassment policies. (Conta) The definition of sexual harassment is any unwanted or inappropriate sexual attention. That includes touching, looks, comments, or gestures. A key part of sexual harassment is that it is one sided and unwanted. There is a great difference between sexual arassment and romance or friendship, since those are mutual feelings of two people. Often sexual harassment makes the victim feel guilty, but it is important for the victim to remember that it is not their fault, the fault lies totally on the person who is the harasser. Many times fear is involved in sexual harassment because it isn't about physical attraction, it's about power. In fact, many sexual harassment incidents take place when one person is in a position of power over the other; or when a woman has an untraditional job such as a police officer, factory worker, business executive, or ny other traditionally male job. Typical victims of harassment are young, single, college-educated, members of a minority racial or ethnic group (if male), in a trainee position (or office/ clerical positions if male), or have an immediate supervisor of the opposite Presently, it is hard for courts and others to decide when sexual harassment has taken place because the definition of sexual harassment is much too broad. Clearing up the legal definition of sexual harassment would discourage and punish harassers and bring comfort to the victims. Here are some points to remember in deciding hen sexual harassment takes place: Sexual harassment is one-sided and * It is about power and not attraction. * Subtle sexual behavior is sometimes socially acceptable, but some would consider it offensive and want it stopped. * Moderate sexual behavior is not socially acceptable, reasonable * Severe sexual behavior is never acceptable. (Swisher 28) Sexual harassment is a major problem in public schools, colleges, and universities. Surveys on college campuses show the number of respondents reporting to have been sexually harassed ranging from 40-70 percent. Only two percent of campus harassment ases involve a professor demanding sex in return for a good grade. Most cases involve male and female students. In public schools current sexual harassment definitions are inappropriate, since bad sexual behavior of today's children isn't sexual harassment, but it is a reflection of the vulgar, violent, and the sexually explicit nature of our media and culture. When little six-year-old children get suspended from school for kissing girls on the cheek, it is not an example of sexual harassment but of political Sexual harassment is still a big problem in schools and every school district in Washington now has an antiharassment policy. Junior high or middle school has the biggest problem with sexual harassment mainly because of their immaturity and out-of-control hormones†. Says Viki Simmons of the YWCA. â€Å"Many times in high school, students don't think anything about it when harassment happens, but schools are now cracking down on it†. Simmons interview) In the business world employers are now on notice that sexual harassment will no longer be tolerated in the workplace. Claims brought against alleged harassers include wrongful termination, invasion of privacy, violation of due process and free speech rights, efamation, and intentional infliction of emotional distress. Sexual harassment usually happens to women in low-paying jobs, or women that have to have a job in order to support themselves and children. If sexual harassment happens at work, write down a detailed description of what took place, so that it is well recorded and you don't have to think back to the incident. You should keep a note pad handy for this purpose, or write it on a napkin to help you * What actually took place and what the offender said Another way to do this is to write a letter to the harasser. Be sure to keep a copy. Tell the person clearly in the letter that his behavior toward you is unwanted. Tell the person that he will be reported if the behavior doesn't stop (Kolbert). According to the research group Catalyst, recent studies have found that 40 percent to 60 percent of woman say they have been harassed sometime in their Employers have a duty to investigate allegations of sexual harassment, and their employees have a legitimate interest in knowing what activities could result in their termination. Ever clearer definitions of sexual harassment are being implemented by more and more corporations around the country. As this happens, an ncreasing number of companies are searching for new ways of protecting themselves against allegations, adopting their own anti- harassment policies to combat this growing problem. CEO's should do a variety of things to stop sexual harassment in the work place. The most important thing is senior management makes it clear to workers that harassment in any form won't be tolerated. If top managers don' take the issues seriously, employees won't either. Managers must also understand they are responsible for their Companies need an explicit written policy on sexual harassment that is widely available in the workplace. Most consultants advise companies to do more than just post the policy on bulletin boards. They should distribute it company wide, repeatedly. Copies should be included in new employee orientation packets. Employees should have clear definitions of what sexual harassment is Many companies are now offering employee training sessions on sexual harassment, and many say that follow up training is a good idea. Training programs should include all employees, rather than just managers. The tone should be gender neutral and avoid heavy discussions on male harassment that might cause some resentment among the male employees. Many times programs aren't effective because they spend a lot of time just attacking men and not the crime. Companies need a good system to deal with complaints. A clear process for handling complaints shows that a company takes them seriously. Until 1991 it was harder for woman to make allegations of sexual harassment, since woman felt like there was nothing that they could do about it. But the highly publicized hearings of Clarence Thomas and Anita Hill in 1991 changed everything. During the fall of 1991, the subject of sexual harassment grabbed news headlines. Everyone began discussing this issue and motions ran high. Judge Clarence Thomas was nominated to be a Supreme Court Justice, which is America's highest court, and Supreme Court Justices have their jobs for life. They cannot be fired. Before a person can be made a Justice, he or she must be questioned and Judge Thomas was ounce the head of a U. S. agency called the EEOC. The EEOC makes sure everyone is treated fairly when applying for a job. It also enforces laws against sexual harassment. Anita Hill is a law professor who worked with Judge Thomas at the EEOC many years ago. A few weeks into the Congressional Questioning she came orward and accused Thomas of sexual harassment. She claimed that he used to constantly ask her for dates and spoke to her about pornographic films he had seen. Anita Hill said that she was deeply offended by these remarks but felt that she could not complain. Clarence Thomas was her boss, and she thought that her career could be Anita Hill was a very believable witness. But Judge Thomas denied her charges in the strongest possible terms. Who was telling the truth? The country was divided. But the issue was being discussed everywhere. Women from all across the nation told of their experiences with sexual harassment. And many men admitted being Finally, the senate voted to approve Judge Thomas. But the vote was close. Many senators had doubts about Thomas's character. Others did not the, Thomas's career should be destroyed because of one person's story. They said there was not enough evidence to prove there was wrongdoing. In the end, everyone agreed that sexual harassment is a serious problem everyone must become more sensitive It's important to know that men have trouble too. Women are not the only victims of sexual harassment. More and more men are being harassed in the workplace, classrooms, and locker rooms. Whoever is in the position of power tends to be the harasser. Men can a be victims of both woman and other men Sexual harassment is very wide spread, but there are ways of avoiding it, such as: Keeping everything strictly on a business level. If working in the same room as the harasser, create a barrier between the two work stations with a desk or file cabinet, etc. Do not ask for personal favors or special treatment from the harasser so that he won't feel he is owed anything. Do not talk about anything personal. Sexual harassment is always wrong. No one deserves it. And it is always hurtful to the victim.

October 2012 Chapter 1 THE PROBLEM AND ITS BACKGROUND IntroductionThe Laguna Water Company, Incorporated (Laguna Water) is a subsidiary of Manila Water that provides potable water at affordable rates to urban poor communiti es. This company supplies water in Laguna, betting the acquisition will help it serve more customers in one of the Philippines highly-developed provinces. The Laguna Water currently serves around 120,000 customers (out of around 600,000 populations which it expects to increase to around 1 million within fifteen years). Currently, all of their customer’s information including the water consumption was stored in the customers’ database using spreadsheet.Since the Laguna Water Corporation is using a manual process, they are wasting a lot of time to store, manage, update and retrieve all the information of thousands of its customers. Also, there are possibilities of pending transactions for other work activities such as saving the important customer data, registering the new customer and retrieving the important files regarding to their previous water bills. The Laguna Water Company is one of the most helpful companies in Laguna province. In terms of billing process, the c ompany’s meter consumption analyst (MCA) goes to the house of all customers to read the water consumption.After five (5) days, the MCA delivers the water bills to the customers by riding through motorcycle. Sometimes, the home owner is out for work or sometimes is out of town. In that case, the MCA puts the notice somewhere in the parts of the house such as the door, window or gate. By then, the home owners don’t have any idea if their water bill for the current month is already given or not. Thus, the payment for their water bill will be delayed until it comes to its due date because the bill is misplaced. In addition, the company has many manual paper works in order to manage the important data of their customers.Some customer wants to follow-up some documents regarding to the water billing, so the employee needs to retrieve those documents manually. In line with this, the proponents came up with an idea to design and develop a Water Billing System with Short Messagi ng Service Notification, a more convenient and economical mobile communication technology which is the easiest and fastest way for the consumers to remind them and to inquire their water bills. Sending SMS text messages is very convenient. This is very suitable way for sending the notification to consumer reminders.It can also send the inquiry regarding to water billing consumption in a current month (Muhammad, 2007). Conceptual Framework According to Hunter et. al, (2009), the billing operations identify and calculate all the charges for a specific customer account, generate the actual bill and apply payments and credit against that bill. It is therefore needed to analyze and identify on what is the appropriate method to compute all of the customer’s charges the easiest way. The billing system gets whole information about the customer and the services. They get information about how and when the telecommunication provider delivers those services.Within the billing environmen t, billing systems process large quantities of time and location – specific usage data into customer – specific usage information. They figure out how much to charge for the usage, as well as for other non-usage based services. They generate a readable bill format and print or electrically distribute the bill. Billing systems also get information on payments and apply those payments to customer accounts. They track delinquencies and flag accounts for â€Å"treatment† – collection activities including service suspension. They may generate letters to effect collection or give notice of discontinuance of service.Figure 1 shows the conceptual paradigm of the proposed Water Billing System with Short Messaging Service Notification for the Laguna Water Corporation. The input includes consumer, water consumption reading and the bill inquiry syntax. The consumer is a person or group of people who avails the services and the primary users of water that supplied fro m Laguna Water Company. The residence in Cabuyao, Binan and Sta. Rosa is the first priority as consumers of Laguna Water Company. The water consumption reading is a meter that regards to water consumption in every period of time.It is a data that gathered by Meter Consumption Analyst (MCA). The bill inquiry syntax is the syntax that should be sent by the customers through cell phone whenever they are about to inquire for monthly billing. For example, the customer wants to inquire their monthly bill. They should send their account number followed by registered name and the month that they wish to inquire. The process includes read and validate the syntax and querying the results from the bill database. The consumer’s consumption is the data which can be found on the meter billing database.The amount of bill inquiry syntax is the data subjected to be read and validated. The outputs of this study are fast and effective response to bill inquiry, computerized record and keeping an d printing the billing statement of consumers. The consumers will have a convenient way of inquiring their bill and faster response on the part of the Laguna Water Company. The importance of feedback in this study is that whenever some outputs are not expected by users, in that case, the users can go back to input to find errors. Figure 1 Conceptual Paradigm Statement of the ProblemThe Laguna Water Company has many activities work, since the company has a thousand of customers, it is hard for employees to work easy and fast, particularly to computing the customer’s water consumption, deliver the notice in every end of month and the other is to retrieve some data regarding to customer’s water billing. The specific problems that encountered are the following; 1. What is the easy way to compute the amount of the customer’s bill? 2. What is the best way to inform or notify all customers regarding to their due date and also the amount of their bill? . What is the eas iest way for the employee to retrieve and verify historical billing information of the customer? Objectives of the Study The general objective of the study is to design and develop a Water Billing System with Short Messaging Service Notification for Laguna Water Company. The specific objectives of the project are the following: 1. To provide an easiest way of computing the amount of the customer’s bill. 2. To give the best way of informing or notifying all customers regarding to their due date and also the amount of their bill anytime and anywhere. . To help employees for minimizing the time for retrieving the previous data of consumers regarding to their bills. Significance of the Study The proposed SMS (Short Message Services) Computerized system will be of great help to the management and employees of Laguna Water Company. It will lessen their manual work, speed up processing and produce accurate reports that will minimize the problem of the management and the employees. I n addition, the study will be essential to the company for good decision-making. Good decision-making means high productivity.To Laguna Water Company, the study will be beneficial to the corporation most likely by automating their water billing transactions, speeding up data processing and providing new avenue of distributing notifications to their customers. The study will surely transform the corporation into a more knowledgeable organization and will help them establish good relationship with the customer. To the Administrator and Employees, they are the common users of the proposed system who are able to manage, update and retrieve the customer’s information regarding to billing in a more efficient and effective manner.This will lessen the inconsistency and redundancy of records and eliminate other human errors. Employees will be more productive and will surely help them to perform their work easily. To the Customers, through automation of water bill with integration of S MS application the customers will be updated with the status of their bills anytime and anywhere. To Future Researchers, the study will be able to contribute additional information when they want to conduct same study about the computerized water billing system with SMS notification.To the Proponents, it gives them a chance to apply the knowledge they acquire in their years of studying. It also gives them opportunity to enhance and practice their ability and creativity. They will obtain guts and confidence to pursue and believe that they can make this study possible. Scope and Limitations The study focuses on the bill inquiry from the consumers of Laguna Water Company of Cabuyao, Laguna. It can only provide a service for all registered costumers. In addition, this study does not cover the signals of network and cannot be used as a replacement for the computerized notice for it only views the customer’s bill.

Political Corruption Essay

Wrongdoing on the part of an authority or powerful party through means that are illegitimate, immoral, or incompatible with ethical standards. Corruption often results from patronage and is associated with bribery. In economy, corruption is payment for services or material which the recipient is not due, under law. This may be called bribery. Way back in 200 B.C., Kautilya meticulously described 40 different kinds of corruption in his Arthashastra. He has aptly commented: â€Å"Just as it is impossible not to taste honey or poison when it is at the tip of the tongue, so it is impossible for a government servant not to eat up a bit of revenue. And just as it cannot be found out whether a fish swimming through water drinks or not so also government servants cannot be found out while taking money for themselves.† Corruption is defined as moral depravity and influencing through bribery. Essentially, corruption is the abuse of trust in the interest of private gain. This normally involves business man and government. The extortive type is the kind where the donor is compelled to bribe in order to avoid harm being inflicted upon his person or his interest. It is not difficult to locate the causes of corruption. Corruption breeds at the top and then gradually filters down to the lower levels. Gone are the days when people who joined politics were imbued with the spirit of serving the nation. Those who plunged themselves into the fight for freedom knew that there were only sacrifices to be made, no return was expected. So only the selfless people came forward. But the modern politicians are of entirely different mould. They are not motivated by any lofty ideals. They win elections at a huge personal cost and then try to make the best of the opportunity they get. Powerful business magnates who are forced to give huge donations to political parties indulge in corrupt practices not only to make up their losses but also to consolidate their gains. Corruption in different fields Collusion is an agreement between two or more persons, sometimes illegal and therefore secretive, to limit open competition by deceiving, misleading, or  defrauding others of their legal rights, or to obtain an objective forbidden by law typically by defrauding or gaining an unfair advantage. Collusion is a corrupt activity. The different fields of corruption are 1. Political corruption 2. Police Corruption 3. Corporate corruption 4. Corruption in local Government 1. Political Corruption Political corruption is the use of legislated powers by government officials for illegitimate private gain. Misuse of government power for other purposes, such as repression of political opponents and general police brutality, is not considered political corruption. Neither are illegal acts by private persons or corporations not directly involved with the government. An illegal act by an officeholder constitutes political corruption only if the act is directly related to their official duties, is done under color of law or involves trading in influence. Forms of corruption vary, but include bribery, extortion, cronyism, nepotism, patronage, graft, and embezzlement. While corruption may facilitate criminal enterprise such as drug trafficking, money laundering, and human trafficking, it is not restricted to these activities. The activities that constitute illegal corruption differ depending on the country or jurisdiction. For instance, certain political funding practices that are legal in one place may be illegal in another. In some cases, government officials have broad or poorly defined powers, which make it difficult to distinguish between legal and illegal actions. Worldwide, bribery alone is estimated to involve over 1 trillion US dollars annually. A state of unrestrained political corruption is known as a kleptocracy, literally meaning â€Å"rule by thieves†. When people in power indulge in corruption so unabashedly, the common man gets a kind of sanction. Ironically, instead of  fighting against the menace of corruption, our political leaders declare it a worldwide phenomenon and accept it as something inevitable. 2. Police Corruption Police corruption is a specific form of police misconduct designed to obtain financial benefits, other personal gain, and/or career advancement for a police officer or officers in exchange for not pursuing, or selectively pursuing, an investigation or arrest. One common form of police corruption is soliciting and/or accepting bribes in exchange for not reporting organized drug or prostitution rings or other illegal activities. Another example is police officers flouting the police code of conduct in order to secure convictions of suspects — for example, through the use of falsified evidence. More rarely, police officers may deliberately and systematically participate in organized crime themselves. In most major cities there are internal affairs sections to investigate suspected police corruption or misconduct. Similar entities include the British Independent Police Complaints Commission. Police corruption is a significant widespread problem in many third world countries, such as Russia, Ukraine and Mexico. 3. Corporate Corruption Corporate crime refers to crimes committed either by a corporation (i.e., a business entity having a separate legal personality from the natural persons that manage its activities), or by individuals acting on behalf of a corporation or other business entity (see vicarious liability and corporate liability). Some negative behaviours by corporations may not actually be criminal; laws vary between jurisdictions. For example, some jurisdictions allow insider trading. Corporate crime overlaps with: †¢ White-collar crime, because the majority of individuals who may act as or represent the interests of the corporation are white-collar professionals; †¢ Organized crime, because criminals may set up corporations either for the purposes of crime or as vehicles for laundering the proceeds of crime. The world’s gross criminal product has been estimated at 20 percent of world trade. (de Brie 2000); and †¢ State-corporate crime because, in many contexts, the opportunity to commit crime emerges  from the relationship between the corporation and the state. 4. Corruption in Local Governments There are several types of political corruption that occur in local government. Some are more common than others, and some are more prevalent to local governments than to larger segments of government. Local governments may be more susceptible to corruption because interactions between private individuals and officials happen at greater levels of intimacy and with more frequency at more decentralized levels. Forms of corruption pertaining to money like bribery, extortion, embezzlement, and graft are found in local government systems. Other forms of political corruption are nepotism and patronage systems. Bribery Bribery is the offering of something which is most often money but can also be goods or services in order to gain an unfair advantage. Common advantages can be to sway a person’s opinion, action, or decision, reduce amounts fees collected, speed up a government grants, or change outcomes of legal processes. Extortion Extortion is threatening or inflicting harm to a person, their reputation, or their property in order to unjustly obtain money, actions, services, or other goods from that person. Blackmail is a form of extortion. Embezzlement Embezzlement is the illegal taking or appropriation of money or property that has been entrusted to a person but is actually owned by another. In political terms this is called graft which is when a political office holder unlawfully uses public funds for personal purposes. Nepotism Nepotism is the practice or inclination to favor a group or person who is a relative when giving promotions, jobs, raises, and other benefits to employees. This is often based on the concept of familism which believes that a person must always respect and favor family in all situations including those pertaining to politics and business. This leads some political officials to give privileges and positions of authority to  relatives based on relationships and regardless of their actual abilities. Patronage systems Patronage systems consist of the granting favors, contracts, or appointments to positions by a local public office holder or candidate for a political office in return for political support. Many times patronage is used to gain support and votes in elections or in passing legislation. Patronage systems disregard the formal rules of a local government and use personal instead of formalized channels to gain an advantage. Corruption Perceptions Index Since 1995, Transparency International (TI) publishes the Corruption Perceptions Index (CPI) annually ranking countries â€Å"by their perceived levels of corruption, as determined by expert assessments and opinion surveys.† The CPI generally defines corruption as â€Å"the misuse of public power for private benefit.† The results of the 2010 edition, as every year, are sobering. No region or country in the world is immune to the damages of corruption, the vast majority of them score below 5. The CPI has played a critical role in branding the issue of corruption on the world’s conscience. It sends a powerful message and national governments have been forced to take notice and act. The demand for public sector governance that keeps the interests of its citizens first with openness and accountability is not limited to a country or region – this is a common goal that transcends borders and cultures. The public sector is just one side of a multi-faceted problem though. Transparency International conducts an array of global research, such as the Global Corruption Barometer, a world wide public opinion survey, and the Bribe Payers Index, which measures the likelihood of firms from leading exporting countries to bribe abroad, which taken together enables us to better comprehend the many sides of corruption. Corruption is notoriously difficult to measure. The complexity and secrecy that shroud corrupt deals mean that it is virtually impossible to quantify the financial cost of corruption. The human expense is clear to see though, and it is the poorest that are most vulnerable. The diversity of victims that seek help from one of TI’s Advocacy and Legal Advice Centers shows that corruption can affect anyone. As we support these individuals, their personal triumphs are translated into systemic change – proving that corruption can be fought and  beaten. It may be that the CPI scores are just a number to you, but for many people around the world it is their daily reality. It need not be so. As Huguette Labelle, Chair of Transparency International, notes, â€Å"These 180 countries in our index are your countries, and their perceived levels of corruption will remain as such until you demand accountability.† India in Corruption Perception Index India’s ranking in Transparency International’s Corruption Perception Index too has slipped from 84 to 87 in 2010. All this exhibits a problem that is not going anywhere soon and mocks the high moral ground that we aspire to occupy in the international arena. Corruption has afflicted all the organs of our society including the polity, bureaucracy, judiciary, police, businessmen, and even public at large. It has rendered our governance apparatus hollow and ineffective. Countless efforts to combat corruption have not made any significant dent into this hydra headed monster. The public perception of India has been extensively damaged by the corrupt activities of politicians, bureaucrats and business houses. The telecom spectrum allocation scam – the biggest in the history of independent India – for which a minister, an MP and several corporate bosses are in jail and others are expected soon, the Commonwealth Games scandal in which the whole organizing committee, including the chairman are in jail, politicians grabbing prime real estate in housing Society meant for war widows in Mumbai, and the cash-for-vote scam involving parliamentarians have all badly eroded the public faith in government functioning in India. Corruption is silently eating into the vitals of our nation like termite. Bit by bit, it is denting our dignity and compromising our soul. Not only does it affect only individuals but alarmingly it affects our nation as a whole. India Against Corruption India Against Corruption (IAC) is a citizen’s movement to demand strong anti-corruption laws. Lokpal bills were introduced several times since 1968, yet they were never passed by the Indian Parliament. After a fast by veteran social activist Anna Hazare and widespread protests by citizens across India the Government of India constituted a 10-member Joint Committee of ministers  and civil society activists to draft an effective Jan Lokpal Bill. The primary focus of IAC movement is to ensure a strong Lokpal bill. This corruption in India does not lead simply to cabinet portfolio shifts or newspaper headlines, but to massive human deprivation and even more extreme income inequalities. Combating corruption in the region is not just about punishing corrupt politicians and bureaucrats but also saving human lives. The IAC is a strictly voluntary organization and its participants are bound by the IAC code of conduct. India Against Corruption Movement – Code Of Conduct 1. The movement is completely NONVIOLENT & PEACEFUL  2. It is INCLUSIVE & NON-DISCRIMINATORY. Encouraging every community regardless of religion, caste, language, region, culture, sex, age, profession, economic strata, etc. to be part of the movement and be treated equally. 3. The movement is completely SECULAR. Communalism is more dangerous than corruption. Also, the problems of this country cannot be solved without people from all faiths and religions coming together. 4. The volunteers should work in the spirit of SELFLESS SERVICE to fulfill the dream of realizing a strong Jan Lokpal Act for the country without expecting money, name, fame, recognition, etc. for oneself. 5. India Against Corruption is not a Sangathan or an NGO or any institution. It is a people’s movement, a collective expression of the people of India fighting against corruption and seeking a better future. Therefore, the movement cannot have any branches. Rather than an organizational structure, it seeks to develop an efficient communication structure to enable free flow of ideas. Every person participating in the movement does so as a citizen of India with a burning desire to do something for the country. No person is a representative of Anna Hazare or in any other position. 6. FRATERNITY & UNITY. People should work with a feeling of brotherhood and avoid conflicts within a group or across groups. The forces opposite us are so powerful. We must stay united if we have to win over them. Deficiencies in the present anti-corruption systems Central Government level: At central Government level, there is Central Vigilance Commission, Departmental vigilance and CBI. CVC and Departmental vigilance deal with vigilance (disciplinary proceedings) aspect of a corruption case and CBI deals with criminal aspect of that case. Central Vigilance Commission: CVC is the apex body for all vigilance cases in Government of India. †¢ However, it does not have adequate resources commensurate with the large number of complaints that it receives. CVC is a very small set up with a staff strength less than 200. It is supposed to check corruption in more than 1500 central government departments and ministries, some of them being as big as Central Excise, Railways, Income Tax etc. Therefore, it has to depend on the vigilance wings of respective departments and forwards most of the complaints for inquiry and report to them. While it monitors the progress of these complaints, there is delay and the complainants are often disturbed by this. It directly enquires into a few complaints on its own, especially when it suspects motivated delays or where senior officials could be implicated. But given the constraints of manpower, such number is really small. †¢ CVC is merely an advisory body. Central Government Departments seek CVC’s advice on various corruption cases. However, they are free to accept or reject CVC’s advice. Even in those cases, which are directly enquired into by the CVC, it can only advise government. CVC mentions these cases of non-acceptance in its monthly reports and the Annual Report to Parliament. But these are not much in focus in Parliamentary debates or by the media. †¢ Experience shows that CVC’s advice to initiate prosecution is rarely accepted and whenever CVC advised major penalty, it was reduced to minor penalty. Therefore, CVC can hardly be treated as an effective deterrent against corruption. †¢ CVC cannot direct CBI to initiate enquiries against any officer of the level of Joint Secretary and above on its own. The CBI has to seek the permission of that department, which obviously would not be granted if the senior officers of that department are involved and they could delay the case or see to it that permission would not be granted. †¢ CVC does not have powers to register criminal case. It deals only with vigilance or disciplinary matters. †¢ It does not have powers over politicians. If there is an involvement of a politician in any case, CVC could at best bring it to the notice of the Government. There are several cases of serious corruption in which officials and political executive are  involved together. †¢ It does not have any direct powers over departmental vigilance wings. Often it is seen that CVC forwards a complaint to a department and then keeps sending reminders to them to enquire and send report. Many a times, the departments just do not comply. CVC does not have any really effective powers over them to seek compliance of its orders. †¢ CVC does not have administrative control over officials in vigilance wings of various central government departments to which it forwards corruption complaints. Though the government does consult CVC before appointing the Chief Vigilance Officers of various departments, however, the final decision lies with the government. Also, the officials below CVO are appointed/transferred by that department only. Only in exceptional cases, if the CVO chooses to bring it to the notice of CVC, CVC could bring pressure on the Department to revoke orders but again such recommendations are not binding. †¢ Appointments to CVC are directly under the control of ruling political party, though the leader of the Opposition is a member of the Committee to select CVC and VCs. But the Committee only considers names put up before it and that is decided by the Government. The appointments are opaque. †¢ Therefore, though CVC is relatively independent in its functioning, it neither has resources nor powers to enquire and take action on complaints of corruption in a manner that meets the expectations of people or act as an effective deterrence against corruption. Departmental Vigilance Wings: Each Department has a vigilance wing, which is manned by officials from the same department (barring a few which have an outsider as Chief Vigilance Officer. However, all the officers under him belong to the same department). †¢ Since the officers in the vigilance wing of a department are from the same department and they can be posted to any position in that department anytime, it is practically impossible for them to be independent and objective while inquiring into complaints against their colleagues and seniors. If a complaint is received against a senior officer, it is impossible to enquire into that complaint because an officer who is in vigilance today might get posted under that senior officer some time in future. †¢ There have been instances of the officials posted in vigilance wing by that department having had a very corrupt past. While in vigilance, they try to scuttle all cases against themselves. They also turn vigilance wing into a hub of corruption, where cases are closed for  consideration. †¢ Departmental vigilance does not investigate into criminal aspect of any case. It does not have the powers to register an FIR. †¢ They also do not have any powers against politicians. †¢ Since the vigilance wing is directly under the control of the Head of that Department, it is practically impossible for them to enquire against senior officials of that department. †¢ Therefore, , the vigilance wing of any department is seen to softpedal on genuine complaints or used to enquire against † inconvenient† officers. CBI: CBI has powers of a police station to investigate and register FIR. It can investigate any case related to a Central Government department on its own or any case referred to it by any state government or any court. †¢ CBI is overburdened and does not accept cases even where amount of defalcation is alleged to be around Rs 1 crore. †¢ CBI is directly under the administrative control of Central Government. †¢ So, if a complaint pertains to any minister or politician who is part of a ruling coalition or a bureaucrat who is close to them, CBI’s credibility has suffered and there is increasing public perception that it cannot do a fair investigation and that it is influenced to to scuttle these cases. †¢ Again, because CBI is directly under the control of Central Government, CBI is perceived to have been often used to settle scores against inconvenient politicians. Therefore, if a citizen wants to make a complaint about corruption by a politician or an official in the Central Government, there isn’t a single anti-corruption agency which is effective and independent of the government, whose wrongdoings are sought to be investigated. CBI has powers but it is not independent. CVC is independent but it does not have sufficient powers or resources. Conclusion We are all part of this historic movement to eradicate corruption. When there are increased external job opportunities, employees are more likely to leave the Hospital after training. In other words, skilled employees are more attractive to employers. In (Owens, 2006)’s study, it argues that respectable performers are more probable to depart from the firm than awful performers. Outstanding performers have more job alternatives than those who do not perform well. They have been thinking about ordinal numbers (first second etc) and what number comes next, and also through my open-ended questions, about lengths and sizes of the lines. I could also have made different versions of the game such as, instead of trains I could do flowers or animals depending on what the subject they were focusing on at the time was. Children also need to learn the skills of listening and this means that we must be good role models for them by listening to them although the children were good at listening I still believe that I acted as a good role model to them by listening to all of the suggestions and not being dismissive. I wasnt prepared for the amount of suggestions that the children gave it may have been helpful if I had a spare piece of paper for such circumstances. I had discussed with my placement supervisor the suitability of this activity I discussed whether it was age and stage appropriate and whether it was stimulating enough for the children to sit there for a while and pay attention. I think that the time I had allocated for this activity was appropriate; the times were roughly similar when the children started to run out of suggestions and when we had to start the next activity. The activity was a success there was good feedback later on throughout the day and the children were also asking to have other people suggestions explained to them (showing they were interested in the subject). I had extra support from my supervisor to manage all of the children as it was a class of twenty-eight so it was managed quite well. I gave clear instructions about what we were doing but not about how they had to sit or that they had to wait to be asked. I think that it would have been beneficial to explain this before the activity was started to set down the ground rules. Other than this all went to plan with the activity. Recommendations The train game when I asked the children the questions I often got one-word answers, in order to help them expand on the subject more, the adult in the situations asking more open-ended questions about the subject could do this. During the game I had two children with the same favourite colour I dealt with this by playing two games, it may have been easier to ask the children to swap in the middle of the game or to not let the children choose at all I could just deal the cards to them. I could also for future games keep the colours the same (starting cards one colour, number one cards another colour etc). In order for the children to progress, I could make other cards numbered up to ten, if this proved to difficult because of the amount of cards on the table they could be separated into two piles one to five and six to ten. I could also play the game backwards if they had managed it the original way well. I could make the cards colour co-ordinated e. g. either they have to get the whole set of one colour to win or that the aim is to make a pattern. The best way I think to extend this activity would be turning it into a quiz each child is asked a maths question, if they get the question right they can turn over a card if they get it wrong they will wait until their next turn. In this activity whatever the version an adult would need to be present to make sure the game is being carried out in the way planned, that the children are all taking turns and that the children are being sensible with the cards.

It is defined by New Mexico Public Education Department [NMPED] (2004) as a neurobehavioral syndrome characterized by onset prior to age 3. Characteristics include severe differences in interaction with other people, communication deficits, as well as restricted and stereotyped patterns of interest and behaviours. (p.8). Due to the different severity and manifestation, autism is used to describe all the diagnosis sharing the common characteristics of autism, including Asperger syndrome (difficulty in understanding non-verbal signal but might with normal language development and cognitive development) (Autism New Zealand Inc., 2005). In Aotearoa, 1 person in 100 has autism, including Asperger syndrome. That is an estimation population of 40,000 people. Current research worldwide has identified biological or neurological differences in the brain for the cause of autism, but has not found the explanation for such differences yet (NMPED, 2004). In some cases, the various conditions affecting the brains such as maternal rubella, tuberous sclerosis and encephalitis cause the autism (Autism New Zealand Inc., 2005). However, it is 100 % certain that autism is not caused by bad parenting, mental illness, or poorly behaved children (NMPED, 2004, p.8), nor family income, lifestyle and educational levels (Massachusetts Department of Education [MDoE], 1998). More and more researches have attested to the effectiveness of intensive early intervention for the children with autism (Dawson Osterling, 1997, cited in Woods Wetherby, 2003). It is indicated by researches worldwide that intervention provided in the first three years are most effective (Harris Handleman, 2000, cited in Woods Weatherby, 2003). As more and more children are attending early childhood services, it is imperative for early childhood educators to identify the early signs for autism in children and refer them to special services for thorough and comprehensive diagnosis (NWPED, 2004). Most children with autism have significant social communication/ language delays (NWPED, 2004). Early childhood educators are to be aware of the following early warning signs in the communication areas: no babbling, pointing or gesturing by 12 months; no single words by 16 months; no 2 word spontaneous phrases by 24 months; no response to name; ANY loss of language or social skills at any age (NWPED, 2004; Woods Wetherby, 2003). It is strongly suggested by a multidisciplinary consensus panel endorsed by the American Academy of Neurology and Child Neurology Society and nine professional organisations (Filipek et al., 1999, cited in Woods Wetherby, 2003) that educators resort to immediate further evaluation if they notice any of the mentioned signs in children. Wetherby et al. (2000, cited in Woods Wetherby, 2003)) suggest that parents and professionals need to be conscious especially when children seem to show deficits in joint attention and symbolic communication. Deficits in joint attention means children have difficulties in coordinating attention between people and objects. Signs to look for are identified as below: children have problem in responding to a social partner; children cant shift gaze between people and objects; there is no sharing of affect or emotions with other people; children fail to follow others gaze, point or draw others attention to share experiences. Deficits in symbolic use are characterised by problems in (a) using conventional gestures, (b) understanding and using conventional meanings for words, and (c) using objects functionally and in symbolic play (Woods Wetherby, 2003, p. 181). Children with autism dont use much of conventional gestures, such as waving, showing or pointing as discussed in the deficits of joint attention, nor symbolic gestures like head nodding or miming actions. Instead, idiosyncratic, unconventional or inappropriate behaviours might be detected in them, such as they might be aggressive and throwing tantrums all the time or they might hurt themselves. Children with autism are found to use significantly more syllables with atypical phonation, such as squeals, growls, and yells (Sheinkopf, Mundy, Oller, Steffens, 2000, cited in Woods Wetherby, 2003). For those children with autism who does learn to talk, echolalia that is imitating others speech is often found. Children with autism also show noticeable deficits in make-believe and functional play (Woods Wetherby, 2003). It should be noted children with autism are characterised by a constellation of the above mentioned symptoms: impairments in social and communication skills, limited or lack of joint attention and symbol use. Due to the different developmental ability of each child, the symptoms or diagnostic features might be different from one another. Most importantly, these signs are only significant indicators rather than the decisive factor for the diagnosis (Woods Wetherby, 2003; NWPED, 2004). By now, there is no medical test to diagnose autism, but referral should be made to a paediatrician, a child development service, or specialised early intervention service provider (Ministries of Health and Education, 2008) by the concerned educators after gaining parental consent (New Zealand Tertiary College, 2010). To successfully engage children with autism in early childhood settings, it is pivotal for educators to acknowledge their rights to be included in a supportive environment where they can grow and learn side by side with their peers (Vakil, Welton, OConnor, Kline, 2009, p.322). On the legislation and policy level, Education Act 1989 and Human Rights Act 1993 mandate equal rights for all children with diverse needs, and make it unlawful to discriminate or treat unfairly the children with diverse needs because of their varied needs. In the early childhood sector, it is clearly expressed and stressed in the curriculum framework Te WhÄ riki (Ministry of Education [MoE], 1996) and Quality in Action: Implementing the Revised Statement of Desirable Objectives and Practices (MoE, 1998) that there should be equal learning opportunities for all children irrespective of their ability. In 2000, New Zealand government developed Special Education 2000 to advocate inclusion of children with diverse needs and increasing opportunities for them in the early childhood and school sector (NZTC, 2010). On the personal level, it is the educators responsibility to meet different childrens varied needs when choosing to work with children. To successfully include children with autism begins with educators commitments to inclusion. Children with autism deserve and have the same right as every other child to be included in the early childhood settings. When acknowledging children with autisms rights to be included in the early childhood settings, it is also essential to recognise the challenges and difficulties faced by the educators. Some basic strategies are suggested here to help educators to successfully engage children with autism in their centres. First and foremost, it is crucial for educators to learn about autism and how it affects the childrens thinking, behaviour and learning (Mells, 2002). Children with autism think differently from most of other children. Due to limited comprehension skills, they might find it hard to adjust to changes of environment or activity as they cant predict what might happen next. To enable children with autism to cope with change, educators can devise a set of rules about how things happen focusing on a piece of detail information rather than focusing on the bigger picture (Mells, 2002). Children with autism have greater skills in visual processing than auditory (Friend, 2008, cited in Vakil et al., 2009). Educators can better inform and support them with visual cues (Ganz Flores, 2010). Different children with autism have different intolerable things, or even different intolerable levels to the same thing. When interacting with children with autism, it is advocated that educators apply evidence- based practices and developmentally appropriate practices (Vakil et. al., 2009). Evidence-based practices are practices that have been attested by research and can better inform educators what to do to achieve desired outcomes, such as Universal Design for Learning, informal and formal assessments relating to learning, differentiated instruction, and direct explicit instruction (Dunst, Trivett, Cutspec, 2002, cited in Vakil et al., 2009). To successfully engage children with autism, educators need to provide accommodation and modifications, merging special education and general practices to adjust to their needs. It is also vital to apply developmental appropriate practices to make the children feel accepted, cared for, and supported. Children with autism are characterised by triad of impairment in ability to communicate, socialise and think or imagine (Mells, 2002). Irrespective of their ability, children with autism deserve the same right to be included in the early childhood setting with the educators support. Educators need to be aware of the early signs and symptoms, and refer them to relevant services for a thorough and comprehensive diagnosis after discussing the concern with parents. To successfully include children with autism, educators need to commit to inclusive teaching, work in collaboration with other professionals, parents and whanau. Most importantly, educators need to learn about the child in person, and to proactively learn more about effective practice to include the child referring to relevant helpful resources on the ongoing basis.
